    Steven,
Anderson shelters were usually provided free by local councils to people below a certain income threshhold. Think I'm right in saying the council also built them, but it was up to the recipients themselves to put a four foot layer of earth over the top as a finishing touch.
Councils also built public shelters of brick with concrete roofs, and these were situated in easily seen locations-I've seen pictures of streets in london with a shelter at each end.

    Regards,
    Gordon

The income limit was set initially at 250 pounds. The intent was to provide 10% of the population shelters (2.5 million shelters).

thanks for the info, many air raid shelters still exist in my area at local small schools etc, and as you say they are identifiable by thick concrete roofs, many are now used as store rooms etc and also andersons still exist as they are listed on the ADS website.
