"Some local leaders oppose a multimillion-dollar makeover of a historic waterfront hangar where World War II ships were built, which would turn it into a Department of Veterans Affairs medical research center. More than 90 Liberty ships were built at the old machine shop during the war to deliver critical cargo between 1942 and 1945. After the war, it was converted into a geotechnical testing laboratory and has sat abandoned since 1997. The Department of Veterans Affairs, which acquired it in 2006, initially considered retrofitting the 27,500-square-foot structure but determined it would cost too much. Seismic upgrades would cost about $13 million, compared to $7 million for a modern, new center where researchers would study medical issues such as post-traumatic stress, HIV, liver disease and cardiac surgery."
