I emphasise that there does not appear to be any suggestion as yet that the Russian state is involved (except by parties with a vested interest in suggesting such) - the dispute is about lack of cooperation re extradition of a suspect - and is now likely to become more about tit for tat and face saving. Personally I think the UK is right not to try to play this down - ie. smuggling radioactive toxins into a supposedly friendly nation, murder, leaving a radioactive trail halfway across London. It does look like a major souring of relations though.
