    ..I just started reading When the Snow Comes, They Will Take You Away, again....aka Love and War in the Apennines ...
    ..at the top of the book cover it says:
    ''Something like 40 million people were prisoners during WWII'''
    is this true? what does that mean?

    That's got to be a running total of all prisoners, including PoWs, civilian detainees and concentration camp victims.
