A Merchant Ship is nearing completion on the stocks and was soon be launched from one of Britain's yards. Speaking at Liverpool on March 22 1941, Clement Attlee stated that the naval tonnage completed in the last quarter of 1940 was four times as much as in the last quarter before the war and merchant shipping twice as much. Current production was greater than at any time in the last war, when there were more yards, more men and no "blitz" and black-out to contend with.
