    For the US:
Fleet Admiral - 5 stars (wartime only)
    Admiral - 4 stars
    Vice Admiral- 3 stars
    Rear Admiral (upper)- 2 stars
    Rear Admiral(lower) - 1 star
    Captain - eagle
    Commander - silver oak leaf
Lt. Commander - gold oak leaf
    Lieutenant - 2 silver bars
Lieutenant Junior grade - 1 silver bar
    Ensign - 1 gold bar

Perhaps some with more Navy knowledge than I can state what thecommand.
    IIRC
Fleet Admiral - Commands all naval forces - answers to CNO and Sec. Of Navy
Admiral- might command a fleet or all naval forces in a particular theatre
Vice Admiral - might command a fleet or a task force
Rear Admiral - might command a task force
    Capt. - commands a ship
Commander - commands smaller ships or executive officer
Lt. Commander- might command a really small ship or be exec
Lt.JG - In charge of a division in a ship (gunnery, engineering, etc) or may be assistant.
Ensign- asistant to Division head or be in charge of a sub dept.

This is from memory and various sources..others may have more specific info to add.
