Well, all vessels suspected of piracy should be boarded, and if AKs and RPGs are found on board, make the crew walk the plank tied to their weapons, then sink the boat. If no weapons are found, then leave them be. I don't think it's that difficult. The convoy system should work, along with Q-ships to keep the "fishermen" on their toes. This "poor fishermen/part-time pirates of fortune" reeks of last weeks diapers. Fish gotta eat too.
Just a thought .... why should we protect vessels that have flags of convenience? If the ship owners want to register in Panama, why shouldn't that country defend their own ships?
Same reason most freighters that transport cargo on the great lakes are home ported in states that don't border great lakes.
Back in 1999 and 2000, Blackwater tried real hard to recruit me. I would sign up with an ocean going version of Blackwater. I'd like to work a 20 mike mike or 40 mike mike, and then for the coup de grace-"Let loose the torpedos".

It makes the world go 'round. If it cost me a million to register in Panama, but 3 million to register in the US...but my company is US based...I can fly a US flag....where am I going to register? Same thing the great lakes fleet...and the reason the US has lost it's grip on the world shipping market. Think hard about it.

And if those poor fishermen/pirates of fortune want to get out there and continue their boorish maritime behavior, then let them face the music.
