    Guess my position comes from being exposed to learning curves as tools used in project development. The axis are almost always time (x axis) and competency or knowledge (y axis) usually as a percentage. As such a steep slope indicates a lot of learning over a short period of time. Somehow people seem to have substituted effort for competency in common usage.

    Yes, that is the time frame when the meaning changed from something easy to learn to something difficult to learn.
