I also recall when Turkey threatened to let the Syrian refugees through to Europe although they had been paid quite a lot of money by EU to build camps to these people. Very true. There is nothing in the Treaty concerning suspension or expulsion. Nor is this the first time there have been calls to expel Turkey, however, politically, the costs have always outweighed the benefits.
In March, nobody seriously thought Finland & Sweden would join NATO. Given that, Turkey had no leverage dealing with Finland & Sweden. Now, Sweden & Finland want in, and Turkey has the power to stop or hinder their entry - Now Turkey has leverage to bargain with. Turkey always wanted that shiny new bicycle - they did not have the means to get it then, now they do.
