    It is required by the Turks and international treaty regarding movement through the Bosporous. "Aircraft carriers" for example, by these treaties are not allowed passage at all. This created some problems for the Soviets when they finished their first one at Novorossik. There was alot of international debate about whether passage into the Mediterrainian would be allowed.
    The Soviets simply claimed the ship was a "large anti-submarine cruiser." That satisfied the politicians wishing to avoid a major confrontation and political fight over the tranist.

    I believe it started with the Kiev in the late 70's and continued into the early 80's.
