The Atlantas and their British counterparts, the Dido class, were conceived simply as replacements for the aging Omaha and C/D classes, for classic light cruiser duties with the fleets and flotillas. It was recognized that they would need antiaircraft armament, but it was challenging to accommodate useful numbers of both 6" and AA guns in small cruisers, hence the interest in dual-purpose batteries. The USN worked on designing a DP gun around 5.4", but in order to get the Atlantas under construction they had to be given "destroyer" guns. They were redesignated CLAA in 1949, when all except Juneau of the Juneau sub-class had been decommissioned. The USN made little use of light cruisers after 1949, except for six Cleveland class converted to missile ships. One common distinction between cruisers and destroyers is that latter were not armored (until we started putting Kevlar in the Arleigh Burke class). Hood's armor as built was comparable to the Queen Elizabeth and Revenge class battleships, an inch thinner on the main belt but actually thicker in some places. She did not have a chance to get the sort of reconstruction given to QE and some others before the outbreak of WWII intervened. "Battle cruiser" seems to cover a multitude of sins, so it might be the best place for the Scharnhorsts. Incidentally Gneisenau was never repaired after mine and bomb damage and never received the proposed 15" guns.
